      Dumbness is more of an outcome than a condition. Deafness leads to dumbness. Deafness is the loss of the ability to hear. We learn to speak through hearing and repeating the sounds we hear. If a person is born deaf or looses hearing at a very early age then they cannot learn to speak properly thus are said to be deaf and dumb.
