@laud thanx for a great question.

Oestrogen is very important for a woman to conceive. So if one does not produce oestrogen it is very unlikely for that person to have children or conceive. Oestrogen is very important for puberty and it is the production of oestrogen that stimulates female characteristics. A very good example of not being able to conceive is when woman reaches a certain age and their ability to produce oestrogen is reduced. This is called menopause and typically occurs from the age of 45years and upwards. This is a time when a woman also stops menstruating as oestrogen also controls the menstrual cycle or periods.

Please let me know if you need any further clarification.
